Questions & answers
What is Fortress OS?
“Fortress OS is the only property management platform purpose-built for affordable housing. It simplifies compliance, leasing, maintenance, and reporting in one intuitive, powerful system — built by operators who actually run affordable portfolios.”
How long does implementation take?
“About 11 weeks, on a set schedule you can see from day one. It runs kickoff, a walkthrough of how your team works today, setup and integrations, custom documents and property sites, then training and testing before go-live.”
Does Fortress OS integrate with our existing tools?
“Yes. Fortress is intentionally not an all-in-one, so it works alongside the accounting, screening, utility billing, payments, and marketing tools your team already runs. See the full partner list on our integrations page. We add new partners regularly.”
Is Fortress OS compliant with HUD and LIHTC requirements?
“Yes. Compliance runs through the core of the platform. Fortress supports HUD, Public Housing, Rural Development, HOME, LIHTC, HOTMA, and state and local program requirements, and our Compliance Services team keeps your files audit-ready as the rules change.”
What is the difference between the LIHTC compliance period and the extended use period?
“The LIHTC compliance period covers the first 15 years of a tax-credit property, starting in the year credits are first claimed. Any drop in qualified low-income units during that window can trigger IRS credit recapture, so the financial stakes are highest in this phase.”
What are the LIHTC minimum set-aside tests, and how do 20-50, 40-60, and Average Income differ?
“Every LIHTC project must elect one minimum set-aside test, which fixes how many units stay rent-restricted and income-qualified. The 20-50 test requires at least 20% of units to serve households at or below 50% of area median gross income.”
What is TRACS and how do owners submit HUD tenant certifications and vouchers?
“TRACS, the Tenant Rental Assistance Certification System, is HUD's platform for processing tenant certifications and subsidy voucher payments for Multifamily Housing rental assistance programs. Owners transmit tenant files and monthly vouchers electronically, and every submission goes through automated edits that check eligibility and subsidy calculations against HUD Handbook 4350.3.”
When does HOTMA take effect, and what changes for affordable housing income calculations?
“The HOTMA effective date depends on which program you run. For HUD Multifamily Housing owners, full HOTMA compliance is required by January 1, 2027.”
Why does affordable housing need its own software?
“Layered programs, certifications, and compliance requirements create constant friction in systems that weren't built for them. Fortress is purpose-built for affordable housing, so your workflows actually work the way your teams do.”
Does the software need weeks of training?
“Most systems force teams into hours of onboarding, retraining, and support just to complete basic tasks. Fortress guides users step by step, in real time, so they can complete certifications and financial workflows without heavy training. See how onboarding works.”
How long does switching take?
“Traditional systems rely on open-ended implementations, manual setup, and endless back-and-forth before you can operate. Fortress runs a set 11-week plan with weekly milestones, and our team does the data transfer so your staff keep running properties. Thinking about it? Start with replacing your PMS.”
Does Leslie make up answers?
“No. If the answer isn't in Fortress data, Leslie tells the prospect someone is looking into it and flags that message for your team. No guessing. And the thread does not go quiet while it waits.”
What if a prospect is vague?
“Leslie asks. Is it rent, what's open, or how to apply? What size, and when do you want to move? If an answer is unclear, Leslie asks again rather than assuming.”
Where do the answers come from?
“Live Fortress data: rent, openings, floor plans, fees, specials, and amenities. There's no script for anyone to keep updated. If something changes this afternoon, the answer changes with it.”
Does Leslie decide who qualifies?
“No. The leasing team reviews each application against the community's rules. No legal advice. No Fair Housing readings. No credit or affordability advice. Leslie never approves, denies, or reads an accommodation request.”
How fast does Leslie reply?
“Right away, usually in the same minute. Leslie answers after hours, and just never sends the first text then.”
What is the turnaround time for reviewed files?
“Move-in and initial application reviews are completed within 48 hours of submission. Final signed packets and other certifications, including recertifications, interims, move-outs, gross rent, and vacates, are reviewed within 5 business days. Special cases, such as late certifications or backlog projects, may require prioritization and should be flagged accordingly.”
Do I submit packets into an external system?
“No. Packets upload directly into Fortress OS, so your team never logs into a second portal to hand off a file. It stays in the same system where the rest of the household record already lives.”
Can Fortress handle nuanced workflows?
“Yes. During onboarding, you share the rules that make your portfolio different, like layered funding restrictions, student rules, or local agency guidelines. Those get documented and built into the review process, so the team reviews to your rules, not a generic checklist. For the rules behind them, read the affordable housing compliance guide.”
